Ukraine’s eExcise launch on 1 November 2026: an accounting readiness checklist

From 1 November 2026, Ukraine’s eExcise system moves into full operation for manufacturers, importers, wholesalers and retailers of alcohol, tobacco products and liquids used in electronic cigarettes. Readiness requires more than registration: businesses need to validate the complete product route across master data, identifiers, movements, point-of-sale transactions, accounting evidence and exception handling.

In brief: eExcise readiness means a consistent digital product trail from receipt or production to checkout, supported by source documents and controlled staff actions.

What goes live on 1 November

The State Tax Service states that from 12 to 31 October 2026 the system supports user registration, electronic accounts, identifiers for economic operators and facilities, and access separation. On 1 November, all eExcise components enter full operation.

According to STS guidance, the system covers manufacturers, importers and sellers of the relevant excisable products. It supports electronic excise stamps, electronic excise documents for product movements, and stamp redemption during sales through cash registers or software cash registers. Compare the official eExcise overview with the company’s actual role and licences.

Reconcile product and accounting records

Each product should have the same identity across purchasing, inventory, accounting, point of sale and eExcise. Check names, codes, units, batches, storage locations and product statuses. Duplicate records or multiple names for the same item will create gaps between physical movement and the digital trail.

Match eExcise events to source documents and accounting entries. Shipment date, recipient, delivery location, quantity and stamp status should be supported by the transaction evidence. The Ministry of Digital Transformation describes end-to-end testing from manufacturer or importer through distributor to checkout.

Test checkout, access and exceptions

Retailers should verify cash-register compatibility, identifier scanning, stamp redemption and system behaviour during returns, mistaken scans or connectivity loss. Test real scenarios on every register and store type, not only a successful office demonstration.

Grant access by role: administrator, warehouse, logistics, checkout and accounting. Personal signing keys must not be shared. For every exception, define who pauses the transaction, where the issue is recorded, who corrects it and how the retest is evidenced.

Using automation and AI safely

Automation can reconcile master data, flag missing identifiers, quantity mismatches and events without linked documents. AI can help group recurring errors, draft staff guidance and analyse exception logs in an approved secure environment.

Do not allow a model to change stamp statuses, create regulatory documents or adjust accounting records without controlled approval. FinanceOne can help reconcile accounting with product events, create a gap register and establish recurring post-launch controls.

A 30-day implementation plan

Use the first week to map the current process: what data arrives, who reviews it, where delays occur and which errors repeat. Do not automate a step whose purpose is unclear.

In week two, prepare a controlled sample without unnecessary personal or commercial data. During week three, run AI suggestions alongside the current process without allowing autonomous accounting changes. In week four, compare outcomes and approve human-review rules.

What to measure

  • Transaction processing time
  • Manual correction rate
  • Overdue-document count
  • Exceptions with documented explanations

Practical checklist

  • ✓ Confirm whether the company is an affected operator
  • ✓ Complete registration of the company, facilities and users
  • ✓ Clean product, inventory and counterparty master data
  • ✓ Link eExcise events to source documents
  • ✓ Test every cash-register and scanner type
  • ✓ Test sales, movements, returns and connection failures
  • ✓ Separate access and never share personal signing keys
  • ✓ Maintain an exception, owner and retest log
