Open banking in Ukraine: automating reconciliation without losing control

Open banking provides a regulated technical foundation for sharing account information through APIs with the user’s consent. Its strongest accounting value is not “automatic bookkeeping”, but faster statement collection, continuous reconciliation and earlier detection of exceptions.

In brief: Open banking reduces manual work only when APIs are connected to source documents, transparent rules and recurring professional accounting review.

What has changed

The National Bank of Ukraine describes open banking as structured and secure data exchange between an account-servicing provider and an authorized third-party provider through dedicated APIs. Access is based on user consent and may cover account-information services and payment initiation within the applicable rules.

The NBU open banking guidance sets out the framework for participants, consent management, authentication and information security. The NBU also amended the Open Banking Regulation through Resolution No. 32 in March 2026. This gives businesses regulated infrastructure, but it does not make every accounting workflow automatically reliable.

Three practical SME use cases

The first use case is daily collection of bank transactions without manual file downloads. A system can match payments to invoices and source documents, while the accountant handles incomplete descriptions, duplicates and unusual values.

The second is consolidated monitoring across several accounts. Management sees balances and movements in one environment, while accounting applies consistent categorization rules. The third is faster receivables reconciliation: incoming funds can be linked to a customer and document sooner, making overdue balances visible earlier.

Where accounting control remains essential

A bank transaction does not contain the full context of the underlying business event. The same payment description may represent an advance, settlement of a receivable, a refund or a transaction requiring separate tax analysis. Matching rules should therefore show why a decision was made and route ambiguous cases to an accountant.

Define access rights, consent duration, responsibility for connecting and disconnecting the service, change logs and a fallback statement process. Account data should not be passed to unverified tools or public AI services.

How to run a pilot

Choose one account and one measurable workflow, such as daily incoming-payment reconciliation. Record current manual effort, the share of automatically matched transactions and common exception causes. Run the integration in parallel with the established process for a limited period.

FinanceOne accounting support can help document matching rules, verify bank transactions against source documents, define control points and prevent a technical integration from silently producing accounting errors.

A 30-day implementation plan

Use the first week to map the current process: what data arrives, who reviews it, where delays occur and which errors repeat. Do not automate a step whose purpose is unclear.

In week two, prepare a controlled sample without unnecessary personal or commercial data. During week three, run AI suggestions alongside the current process without allowing autonomous accounting changes. In week four, compare outcomes and approve human-review rules.

What to measure

  • Transaction processing time
  • Manual correction rate
  • Overdue-document count
  • Exceptions with documented explanations

Practical checklist

  • ✓ Verify the provider’s authorization and reputation
  • ✓ Define accounts, data scope and consent duration
  • ✓ Document transaction-matching rules
  • ✓ Create an accountant exception queue
  • ✓ Apply role-based access
  • ✓ Run parallel reconciliation before full rollout
  • ✓ Review errors and rules every month
